As far as I'm aware, Ekranoplan is not possible? Unless there are some specific planet settings I am not aware of, this design choice seems to be superfluous. Honestly the entire air force branch needs to be made more viable in hex reach and power, it's all resources you could've used to make ground forces with leftovers for anti-air.
Oceania planets would make them more viable in force-projection but the problem with huge bodies of water, as they currently are, is that all the resources are on land, best spend that money on MTH transport rather than using the last of your funds to buy scarce metal from traders. Anyway i'm just rambling at this point
