[1.20n] Research group not unlocked despite 3 techs researched in previous group

Can't get to Photonics, even though Energetics has 3 techs researched.
I've observed this on other groups and also on single techs during a turn when I researched the relevant tech for unlocking, however it always got unlocked the following turn.
This time however no unlock.

Am I missing something or is this a bug?
