German Heavy Flak Battalion Motorization

Just noticed that German Heavy Flak Battalions are non-motorized in-game, but if I remember correctly IRL the heavy flak battalions were all motorized. Is this an oversight in the OB or is it a conscious decision to make them non-motorized so the units fit better with the way the game handles motorization?

The motorized 88mm's were mainly part of the Motorized Mixed Flak Battalions in the Motorized Flak Regiments. Most of the pure heavy flak battalions were either static or partially motorized at best.
