Just to report that the AI seems to generate a lot of ports, I think I started my current game in version 1.20i and I'd guess that something like half its buildings are ports.

edit - meant to add, if I have more than one SHQ, newly conquered zones are allocating themselves to the highest number regardless of geography or surrounding links
