1135 - new fleet sent off w/o fuel

Here's another instance of "fleet sent off without enough fuel"
Now - it may well be that there isn't enough at the shipyards where this fleet was built - and it IS flying someplace to refuel - so not the worst behavior.

HOWEVER, my empire is full of unassigned, idle, tankers. Couldn't they come to a shipyard that a big order for whom it cannot handle the fuel requirements? I mean... what is the purpose of tankers in this game? They seem to do very little to nothing but use of up more fuel?
