Refuel At Kasim killing fleets

The last few games I've had I get these same annoying issue. My fleets decide they want to refuel at a planet (the latestgame it was called Kasim) but this planet has four "Peaceful Scythe Defender" bases around it. So my ships one by one filter into the system and try to refuel at the planet and get destroyed. It's rediculous. The planet isn't even in my empire borders, it's like the game is sending my fleets there on purpose just to screw me over. Is there a way to prevent ships from going to a specific planet? Is this a bug? What is going on?

Hmm, someone else had their fleets prioritizing refueling at Kasim, specifically, too. I think its always under those Peaceful Scythe Defenders. I notice my fleets want to refuel there even when it's independent with those stations guarding it, too, but in those cases I saw it, at least it made some sense. Stations of death aside.

Anyway, it smells like a bug! Please post a save in tech support.
