AA BTRY and HDQS taking cities

I wonder why AA Btry and HDQS units have no offensive abilities and why they can take occupied cities.

Although specialized, anti-aircraft units and HQs are primarily comprised of soldiers who have received basic training with firearms and are quite capable of defending themselves against a civilian population.

Yes understand that, but AA and HDQS have no attack value and do not suffer losses when being used to do this nonsense. AMPH INF units etc.. when landing on unprotected beaches suffer casualties, which is 100% proper.

To me, it is a gamey move to use units that cannot even attack to take something over in occupied territory.

Just my opinion.

There are, alas, nothing like WiF's notional units in SC.
