Naval units creeping past enemy naval units

Just a thought for discussion and something we all do and use. The fact is when enemy units are spotted re aircraft flights or other naval units how you can move around enemy naval units without them engaging. Typically this is done to get to carriers, transports or amphibious units. I do it and as I said, I believe we all do. The point I feel is in reality if a screening/defending naval unit hadn't yet been engaged in combat then it should automatically attack a unit that comes in contact to it. If the unit has already engaged a unit then you can move past it. I think this would bring a more realistic outcome. Probably why typically carriers where sunk by other carriers or land based air units or the odd sub slipping through. Perhaps subs should have a percentage chance of not being engaged which could be adjusted by the defending units ASW research level? Just some thoughts, the game does function well as is, but this aspect, I have felt seems unrealistic to me.

Some mods/scenarios give much higher ZoC penalties to ships than vanilla's 1, which helps allieviate such shenaningans. [Doing so tho uses up one of the 3 ZoC slots in the editor, often used for overlapping ZoCs]
