[1.1.3.9] Large amounts of reserved Caslon

Not sure if this is working as intended, but it seems odd to me. Some of my caslon mining stations have outrageous amounts held in reserve, but no one ever seems to come pick it up. The occasional ship does, but nowhere near as many as are implied by this level of reserved fuel, and the reserved amount just keeps growing over time. Meanwhile, the rest of my empire is running on fumes.

For full disclosure, this game was played over several of the recent beta versions, so I imagine it's possible that it got messed up from that.

I had something similar occur in the first 100 years or so of my current game. I was running a deficit in Caslon mining (more demand than mining) and after spamming a lot of Caslon mining stations, it eventually resolved itself. Maybe it was because many civilian ships were scheduled for fueling at those locations, or they were intermediate locations for spreading resources outward in the empire, away from the capital. I had expanded quickly and many new far-flung colonies required resources.

I simply directed my fleets to refuel at other bases, preferably directly at Caslon mining stations, as those stations with lots of reserved Caslon weren't fueling my ships.

Hmm, I have several trade agreements, and maybe the trading partners have reserved a lot of it for pickup, but they're coming from very far away? I'm playing on the largest galaxy size, and warp drive technology isn't yet at the point where those large distances can be effectively traversed.
