soviet RR repair

Playing original game as Soviet....is there any way I can direct RR repair like the German player can? It is frustrating having the AI do this so poorly.

you should get some manual repair units (similar to german FBD) as reinforcements

yes...but when I place them on a destroyed RR site nothing happens....is there a command I'm supposed to give them? If so I'm embarrassed to say I haven't figured it out....
