Spreading model development

Let us spread model development over multiple models. Most of the times in lategame you need to develop multiple model over several turns, for example I need to develop infanry, APC, several models of tanks, new frames of aircrafts, and all this rests on the shoulders of 1 model design council which can produce 1 new model per turn at most. Even at "SLOWER" tech speed this council cant catch up with the needs of developed nation. It feels especially bad when you develop a model up to 95% and you spent an entire turn to research last 5% with no compensation whatsoever. That why I propose to change current system a bit to just let us spread development progress over several models, and let us save "wasted" progress to development of further models.
