Surprising Surrender

Last turn the UK had a 30 strength armour unit in Oran surrender after the Germans attacked it three times at odds of 2-1, 1-1, and 2-1. In those three attacks the UK unit lost 7 SP so 23 surrendered. The Germans had a tank unit with the infiltrator specialty.
Considering the low odds is this because of a lucky roll? What is the procedure for determining surrender? The UK armour did not have a retreat route as it was surrounded.
We are also wondering if the infiltration specialty has an impact other than the additional 5% probability of forcing a retreat as per the manual.
Finally, I have a suggestion. The infiltrator specialty should only be applied when attacking in to a clear hex and not across a river.
In this game we have had two shatters when the final odds were less than 7-1 which is another head scratcher when you read what the manual reads.

If you are forced to retreat and you can't, you will surrender. I believe that one might have an extra roll to try to resist it before it happens. But yes, eventually, in the situation you mentioned it can happen more or less often.

You might have been just a little unlucky because the odds where low, but this nothing extraordinary I would say. Seen it before.

There is always luck in battle. Has to be in a game. If an armor never has a chance to surrender or retreat defending a big city then you have no fear putting one there. Reality you wouldn't

Singapore was a similar situation. The Japanese didn't have the forces. The Allies were tricked into surrendering.
