Leaders Skill

There are many leaders in the game who have different skill values.

It is interesting in detail on the basis of what sources the values of the leaders were determined?

The maximum command level and probably political skill can be determined from the biography of the leader.

But what about the others Initiative, Morale, Administration, Combat?

10 Scientists would give at least 5 different values if they'd been asked. So the devs just did their best I assume.
