Armor Piercing values question.

Quick question regarding the AP values in the weapon tab in the sub unit inspector. The value for the armour piercing rounds in a Leopard 1a1a2 states 25 armor piercing, 4000m range. Does that mean that the round will penetrate 25 armor at 4000m? I assume the armor piercing value will vary according to range if it is a kinetic attack, right? I couldnt find anything in the manual.

The 25 armor is not 25mm. CapnDarwin can tell what the conversion factor to mm is.

Indeed, the armor piercing capability will reduce with range for kinetic attacks, correct.

Pen and armor values are 10mm per point in Southern Storm. The Leo1 in your example can roughly penetrate 250mm of armor at the effective range of the gun (1650m). Closer targets will see a higher pen value, and ones out to the max range will see less (we use a curve to adjust the pen value at range).
