Build Limit graphic

This is a pbem game. Here the Chinese have previously built three Anti-Air units. However, the graphic still appears to show a further build is available with the bright white color. However, no purchase is permitted.

Is this behaving correctly, or am I missing something?

This is correct, as it looks as though Soft Build Limits have been enabled.

Consequently, more units can be purchased than the Build Limits would normally allow, however the price rises with each subsequent purchase. As shown here because what would ordinarily cost 100MPPs would instead cost 195, which is more than you have, hence why it cannot be purchased this turn.
