[1328.6] Map Resolution Decreases Past 27.257 Degrees Latitude

This happens on every mission just by viewing the world.
The resolution of the map will change to a lower resolution when the camera crosses the value of 27.257 (positive or negative) degrees latitude. It affects the texture, placenames, and the little sprites for the water.

This should be fixed by Build 1852.

This still occurs in B1852/1859, it's just less severe because of the overall higher resolution of the map.
