[1.21h] - Zones supply units (from governor menu seems bugged)

Hello,

whenever I set a governor / zone to supply units (micro) then the zone seem to fail to supply its own assets. What I typically see is the zone will supply units with say fuel, but then will not supply the zone assets (ie Truck station) with fuel to keep it operating..... This occurs even when the zone has excess fuel so does not seem to be units competing with zone assets....

Ok I did a little test in a current PBE game abouyt 20 turns or so ago but I cat find the right turn.

I can do the test again but may take 3 or so days as we play thru the turns. Im better placed now to do a clean test but not screw up m logistics network so can let it run for a couple of turns and see what happens.
