Make ports work like truck stops

The system of buying contracts for water transport is not very fun in my opinion and I find it more of annoyance than a game play enhancer. Why not just make ports send out boats in the same way that truck stops send out trucks.

We could still have interaction with the MTH in the form of paying them off or keeping them happy lest they destroy some or all of our transports on the water. They can still be the naval power that we have to work within but the logistics part could be simplified and match more seamlessly with the game if it just worked the same as truck stops.
