Enemy invaded despite blockade

I have blockaded both Russia and France, but Russia invades Kiautschou anyway. As a player, I can't create a new invasion target when blockaded, and AFAIK existent invasions do not start when blockaded, although they continue even if blockaded.
Is this WAD? (If so that is great, Russia should be able to invade me in the far East if I only blockade it in the North Sea. It would be great if for margin of blockade superiority calculation, the entire friendly and opposing coalition would be taken though. Japan decidedly dominates Russia in the far East, so imho should block the Russian invasion there).

Why is Russian Far East resources limited by a Baltic Blockade?

Didn't Murmansk and Arkhangelsk prevent that?


Sadly, there is no Black Sea. Was thinking the Med being broken into two blocks east/west and the Black Sea could fit in it.

Archangel and Murmansk: not well enough - plus there's the issue of them being blocked by ice for a good portion of the year.

Black Sea: The Black Sea is rarely the scene of any major actions due to the control of Constantinople by Türkiye denying warships the right of passage.
