Resizing Airgroups

What is the mechanic that controls whether or not a Carrier Airgroup can resize? It seems arbitrary to me, but I suppose there is something that prevents/allows it. I've tried creating air combat missions, docking and undocking and variations on that theme, but some groups can resize and some can't. TIA.

As an example, the Hiyo arrives (early) with three groups assigned which have considerably fewer planes than it's capacity, but I have been unable to resize the airgroups.

I think you need to be in a big enough port - but not sure if the airfield size also enters into it.
There may also be a minimum supply requirement but that may refer to getting the additional aircraft after resize.
Some have said the carrier needs to be disbanded or docked to make the resize happen while others say it can happen while in a TF. I know when I tried it a few times there seemed to be a die roll or perhaps a day in the replenishment cycle (for the base) that triggered the resize. IOW, the carrier may have to sit there for up to a week!

Check to see if those Hiyo air groups have a future resizing. If that is the case, then they can't be manually resized until all future resizes are finished.

You can always move another CV capable air unit on board to give the ship more punch....GP

Japan has chronic shortage of IJNAF groups for al the ops and training needed, until late war (when those groups are no longer needed heh). So resizing is much better solution. To the extent that it can become abusive from AFB pov =)

For the IJN ships that have two float plane units, one unit can be removed and resized to be used for training pilots for all combat missions except for torpedo attacks. The float plane unit that is left on the ship can be resized to fill that ship.

Also, at the beginning of the game there are not enough trained pilots to account for pilot losses as well as extra pilots in the units to give some pilots time to rest.

The Allies can also resize units and can make their even larger.
