Carrier plane replacement

Returned carriers to PH to repair and refit. Lost some aircraft in battle. Trying to load replacements from PH to carriers but when I use transfer to ship it does not bring up any carrier.
What are the restrictions

The air units you want to transfer are probably restricted. They have to be bought out. On the other hand, a CV can only hold 5 squadrons. Fill out the squadrons already on board....GP

Do you want to give the existing carrier air units replacements, or add one or more air units onto the aircraft carriers? There is a difference.

Transfer to ship is used to place air units on ships not replace ac. You need to ‘Draw AC from the pool’ as replacements.

Note that if you are not able to draw replacement planes, you can hover mouse cursor on that and sort of popup tells you why.
Also you often see "Replacements delayed" and hovering mouse over that tells you how many days.
