Blockade value

I have two classes of ships which are exactly the same, except that one has a 2kn higher speed and is thus classified as a BC, but has 2pts lower blockade value. It should have a higher blockade value, since the higher speed helps in hunting down blockade evaders.

Thanks - one of the pitfalls of using a BV partially based on ship class. Will submit for evaluation.
