can't get any soviet air support

summer 1942, clear weather, grand campaign, playing soviet side.
The Luftwaffe is reigning supreme, conducting unopposed AF attacks here and there (although the soviet airbases are full of fighters at 0% miles).
Only air mission that work are
ground attack by long range bombers (DBAD airfields), recon, transport & partisan resupply.
All other - ground attacks by BAD and SHAD, - night ground attacks by NBAD, - escort, - ground support, don't work.
Ground support is ON, Air doctrine is 50 or 60 for all missions, NBAD, night fighters, TAP and LTAP are setup to night ops
Most units morale and xp over 46-50

Try this first.

Check your air doctrine settings. See 5.4.7 unofficial manual. Then have a look at section 16. especially were the airbase is located, then supply, then aircraft ranges any or all of this can prevent ops.
