Typical example of matchmaker messing up divisions

Consider this save.
I have all my big 29kn all forward battleships in one division. But for some reason the matchmaker spawns one ship in a made-up battle division (Nr. 8, while I only have 1 and 2).

Why is this happening? And this also shows why the option to freely switch ships between divisions during the battle would be very helpful. Any IRL admiral could simply tell BB Wettin to join 1st BBdiv, of which it is a part anyway.
