Mobilization event when axis takes Cairo

What is the exact distance from Cairo that triggers additional US Mobilization jump and what % is the jump? Not finding anything in strategy guide.

There is a 50% chance until it fires that USA get 5-10% mobilization if there is an Axis unit within 1 hex of Alexandria, Cairo, or Amman.

Yeah. I also wonder if this event is even beneficial from a gameplay perspective. While it logically makes sense, it seems currently the meta is often to just ignore North Africa as Axis and send everything to crush the USSR. This event is just another reason to do exactly that. IMO, there should be more NM penalties to Italy/Germany for losing territory in North Africa. Another option that was recently discussed is having the Afrika Korps spawn in North Africa.
