What is the purpose of these army headquarters?

Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)

They will get renamed/disbanded, as historically happened:
1st Reserve Army --> 64th Army
2nd Reserve Army --> 1st Guards Army
3rd Reserve Army --> 60th Army
4th Reserve Army --> disbanded
5th Reserve Army --> 63rd Army
6th Reserve Army --> disbanded
7th Reserve Army --> 62nd Army
8th Reserve Army --> 66th Army
9th Reserve Army --> disbanded
10th Reserve Army --> 5th Shock Army
