Canada not joining

Turn 4 on PBEM game and Canada has not joined! Is this supposed to happen?

This is a possibility as there is some variability on entry.

What about India? Its May 1940 and India still has not joined. Is that supposed to be the case? I keep really getting unlucky with the die rolls ....

India mobilizes based on a DE 111 that fires in Sept 1939.

does India not join until Japan attacks? I thought there was a % it could join.

If you choose "no" to DE 111 then there is a 50% chance of India joining the Allies if Axis forces conquer Thailand or Egypt, and from the 1st January 1941 there is a 25% chance per turn of India joining the Allies.

Generally, I think you should almost always choose "yes".

It's August and India still has not joined. I think there could be a bug.
