Transport unit stuck

I got a ship unit "stuck" and not moving in Showcase: Ford Class scenario. Ordering new speeds or course doesn't help, the ship is reporting speed 0. This is not a completely new issue, I experienced problems with movement of naval units in the past in various scenarios, but this time I've a save, and it affects one of the key units for this scenario so I may need to start over if there is no workaround

The unit in question is T-EPF 12 USNS Newport (screenshot). See the attached save file.

Is there any workaround to unblock it?

As suspected, it is out of fuel.

Checked start of scenario, and its fuel is about 50% full. Probably needs fill-up from the AO before completing the mission.

To continue I suggest getting the AO to move to the transport and fill it up.
