1.21p naming inconsistency for spymaster stratagem generation

In the secret service council overview and set task priorities screen, one task is called active field operations.

There's no equivalent in the stratagem generation overview in the reports, where I believe it is called covert operations.

Small thing but it's confusing especially the first time trying to figure out what kind of stratagems its generating.
