VP/AP and Theater Box Requirements

1. Can Victory and Admin Points go NEGATIVE? And what happens if they do?

2. What is the implications IF for an event, for example, 0127-Disaster in the West, that the theater box ground combat requirements do NOT get reduces from 750 to 550?

I can answer the first question.
You can't have VP < 0 because by that time it means you have already lost. Regarding AP, I just found out that it is indeed possible to go < 0 and this means you can't do anything that you would normally do (building depots, fortified areas, replace leaders...).

If the requirement doesn't drop, that just means that the Germans are more likely to come up short and fail on future TB checks for that TB requirement. It could move up the the loss of West Germany and eventually Berlin (which ends the game), and I think could lose some APs and VPs as well.

I'm not worried about the Western Allies taking Berlin - I found that GAME EVENT and removed it. I'll play WITW if I want that to happen.

Doesn't reducing the TB requirements free up Axis forces that they could move from the TB onto the map?

Using GAME EVENT 0127-Disaster in the West as my example, the Western Europe TB drops from 570 to 550. I can see that since this disaster I'm assuming with the date is the Falaise Pocket. But why drop the Norway TB 20 and the Balkans 30? They weren't involved in that battle. I "could" see keeping Europe at 570 and dropping Norway the 20 as troop transfers to bolster the German Western Front. But again, why the Balkans?

Yes, it might allow transfers with a lower number, if still over 90%. I assume because the Balkan TB strength was falling at that point as well with more units and/or replacements headed west. Removing the Fall of Berlin from the west takes away the risk which allows the players to transfer troops out of the west. Had the Soviets been behind schedule by weeks/months, the Allies would not have just stopped short and let the war keep going on when they could end it. But you can of course do whatever you want to as that's why we let people use the editor.

I agree that Eisenhower would have unleashed Bradley and the rest who were chomping at the bit as it was to go for Berlin. But I'm playing the AI and if I'm going to put in months and months of my time playing this game I'm not going to have it end early like that.
