Production Modifiers

What are their purpose exactly?

For example, for Germany and VEHICLES it's 50 in 1941, 70 in 1942, 60 in 1934 and 1944 and 50 in 1945.

Does it represent the percentage of total German vehicles on the eastern front versus the total?

They are multipliers meaning how many of its output each factory (like 1 vehicle production, or 1 manpower, or 1 armament factory) produces each turn. Most importantly this influences manpower gain, for example, Soviets get ~90k per turn in 41, ~110k in 42, but just ~60k in 43, because their multiplier changes from 33 to 41 to 20 or something?.
Same with the German trucks, they build the biggest amount per turn in 42.

They modify the total amount of elements (vehicles in your example) produced by the individual factories. So German vehicle factories will produce 5 instead of 10 in 1941, 7 in 1942, and so on.

SO, if I want to implement strategic bombing by the 8th and 15th airforces against vehicle factories if the total vehicle points for, say 100 in in 1944, would really only be producing 60 and any damage inflicted would be counted against the 60 and not the 100?

Maybe instead of asking WHAT the production modifier does I should ask WHY it does whatever it does??

You damage physical factories, damage % is counted against them, not the resulting vehicles. An air raid damages a 9 size vehicle factory for 25%, it will produce (9*0.75)*<year mod> vehicles. So you could technically say that an air raid would deal less damage because the factory is less productive already.

Thank you! That tells me to leave my hands off with fiddling with any production modifiers.
