Transports refuse to enter the target area

I got the very nervous transports to the mouth of the Mekong as ordered, and they went right up to the edge of the target but wouldn't enter it. Spent the next several hours sailing back and forth watching for French missile boats while they sailed aimlessly back and forth covering every square meter of damp country in the vicinity aside from the target, which they assiduously avoided. And, of course, "division is under AI control" so I can't just make them go in there.
