Operating land units not working.

Guys Im new to the game and I have problem with operating units. No unit has option to operate. None can be highlightened actually therefore I cannot teleport units by railroad as is stated in manual. Im playing smaller campaign March to Paris.
Please help.

Hello. It's not just happening to you. According to the game's developers, operational movement was disallowed for the 1914 March on Paris campaign, as the railways are considered fully utilized with the duties of mobilization and forwarding supplies, plus feedback from the original release of the campaign showed that allowing it led to there being too much rapid redeployment of forces. So, all your ground units in this scenario will have to march, or force march.

Operational movement should work in all the full campaign scenarios.
