Luftwaffe Stops Flying in '42

I noticed I can't get my planes to fly much in '42. Air is currently snowfall and airfields seem to have enough fuel.

Well, there are many factors involved. Without more data, it is difficult to answer you.

Pilot fatigue?
Plane damage?
Air doctrines?

Do you have screenshots of a particular example?

Even though the air is snowfall in MAR '42 it says on the air execution summary the weather is "very poor" and my directives are set to fly in poor or better.

Although no planes flew during the air phase some did fly during a ground support attack in the land phase.

I believe the rules state something about a first winter penalty for the Axis that lasts thru MAR '42.

Poor is the min value possible. Not sure ALL includes very poor. And I don't see anything related in section 8.6.1 of the manual related to air missions and first winter. Manual just says that:
Extreme cold will affect ground elements, aircraft and AFVs. Both aircraft and AFVs will be particularly vulnerable
to breaking down.

Set your ADs to fly in all weather and you're good to go.
