Novice Mod Questions

After playing this game for about a year now, I've started exploring mods and the editor. A couple of questions:

1) For earlier game starts, is it possible to lock US & UK (similar to the way USSR is locked)? And then have them unlocked if Japan achieves a certain score (i.e. by capturing bases in China) or if attacked by Japan?

2) Can the Allied player have a shipbuilding program with an earlier start? For example, creating a ship unit that is a "hull", and when it arrives, the only action available is to upgrade to a different class (CA vs CVL) with extended upgrade times to reflect construction?

3) Can Japan have the A-Bomb?

1) I don't know, you might have to look at some mods to see how they did theirs.

2) Yes. That can happen for both sides but upgrading to a different class would not cost shipyard points.

3) I don't know if that can be modded. Plus at the time that they would get one, where is the strategic target that they can reach? It is not a battlefield weapon.

1. No. Only the USSR have that option.
2. You can build a hull and convert it. I think Admiral Dadman has something in his mod like that. Also, check out John3rd's mods for for CVL and other types of ships.
3. No. Only the US....GP

Yes, I did that for my "Scraps of Paper" mod.
