[1.21v] Some cards are not discarded after use

I've recently encountered an issue where the cards "Meet CEO" and "Mystic Temple" remain in the player's hand even after they've been played. I've attached a turn from a multiplayer game where this can be replicated.

Vic, if you are unable to open the attached file, please let me know. I'm more than willing to send you my PBEM password.

This is intentional. Some Stratagems are present under certain conditions without having to generate them.
