Open Design vs Open Design for Rebuild

Not exactly sure what is going on with this one: Look at my converted CVs Hessen and Deutschland classes - when you do "open design" they have significant weight remaining, several thousand tons. But when you "open design for rebuild" they are both grossly overweight.

Might be an artifact of my editing the save file per EVK's instructions to give myself an extra decade of the 1920s. These guys were built as B's/early BB's in the first time around 1900s so it could be that they are actually not 20-some but 30-some years old. If that's the case, it's on me for messing with your game. But I'd like to know. Anyway, no deck edge lifts for you guys, sorry.

Open design opens your external parameters with current tech, resulting in reserve displacement.

Open design for rebuilt opens the ship design with hull, armour and engine tech as built (or last refitted), resulting in original reserve displacement (plus minus some other small effects).

Usually this should not result in differences of several thousands of tons though.

I should say that the ships don't operate like they're grossly overweight.

I seem to remember that for CVs and CVLs, aircraft weights increase over time (as happened in real life), which contributes to this.

But it's also all the tech that gets bolted on. I know it's strange that a newbuild ship doesn't suffer the same issues, but I see that as the design incorporating the equipment in a way that reduces the weight added.

Edit: I should also note that if you ever design a newbuild warship late game, then reset the date to say 1890, you'll find that overweight as well - the only way I can rationalise this are weight reduction bonuses based on the year rather than as physical techs.
