Range or operational radius?

Rule the Waves III is a simulation of naval ship design and construction, fleet management and naval warfare from 1890 to 1970. and will place you in the role of 'Grand Admiral' of a navy from the time when steam and iron dominated warship design up to the missile age.

Range or operational radius?

If my plane has a "Range: Heavy" of 184 nm, does that mean it can attack targets at 184 nm from base and return, or does it mean that it can fly 184 nm before it has to land? Or 184 out and 184 back? Is there an allowance for loiter time in there?

Yeah it means you can strike targets at that range.

184 is its estimated combat radius. Your bombers actually have enough fuel to hit targets quite a bit further away, but your pilots will usually spend up to an hour searching for targets. Sometimes they even do it over water!
