Hi,

I know we can't build these. But one seemingly spawned automatically for me.
I invaded Manando as Japan, and the turn after I moved out of the hex there was one of those units.

Is this by design or did I do anything?

Yes, there are events given you such units in the Celebes sea once the DEI surrenders.
