Massive Penetration with 1904 12" -1 guns

Noticed this once before but didn't post. It's 1904 and building pre-Dreadnaught BB and the US 12" guns have a penetration of over 16".

Version .26 right before upgrading to .27.

That's probably about correct.

The British 12"/L40 of roughly that vintage was rated to penetrate 12" of armour at 4,800 yards

Not a bug; the penetration is correct. If you look at the US 12"/40 designed in 1899 and in service by 1902 it had a penetration of 12.9" at 6000 yds and 8.7" at 12000 yards, against slightly worse armor than the standard used in RTW3.

This is at point blank range. You are not supposed to fight at point blank range this far in the game anymore.
