Alexander Loehr Leader Stats

Alexander Löhr (Alexander Loehr) is the only General in the whole game who has Air & Ground capabilities and only has a Ground/Infantry Stat of 1.
So Replacing him in Luftflotte 4 (GC41) he's open for being randomized assigned to Ground units I guess.
In StB he's actually leading a Ground formation (altough in TBs).

Yes, Alexander Löhr commanded the 12th German Army on the Russian front between July and December 1942 and was subsequently responsible for the German occupation forces in the Balkans for 2 years. After the war that event cost him his life... he was shot by the Yugoslavs in 1947.
