[1.03.07] Generic Data Units using empty TOE_OBs

The Generic Data I have installed on my system look as the following.

However, there are a number of units that are using incorrect TOE_OBs.

I am also starting to question if there should be any units in Generic Data. Shouldn't these all be in Scenario Data instead?

These are mostly placeholders and have not been updated to the new OB. All relevant unit data is in scenarios
