Problem with faction demands

I think i noticed an issue in my current game of shadow empires. I have accepted a demand from a faction to increase my "Civilization level" to 9.07 from its current 8.95 but i actually dont think this is possible due to the way "Civilization level" is calculated , You can only have a Civ score of 100 in a city and your Civ level is the square root of the average of your city(s) Civ score -1 so the maximum would be 9.00 if every city you had was at max civ score. this kinda bothered me because i have trouble keeping high word score as it is.
