Shadow of the Tsars-DEC 414 didn't fire

Hi, in my MP match with Duedman, Bolshevik DEC 414 'Recognizing Finnish Independence' did not fire on my March 1, 1920 turn. I thought it maybe was later in March...so when I pulled my next turn in April 1920, I saw nothing.
My opponent has poured the coals on diplo..and since the Reds only have two diplo chits...well I was waiting to say Yes to the DEC.
Well, it didn't fire.

Checked the code, it's a 25% chance of firing each turn after 1920/03/01, so it should pop up eventually. I'll update the guide.
