Baltic battle starts in the North Sea

As you can see from the image, the land bases that have been activated in this "intercept raider running blockade" battle are all in the Baltic, but my ship (and maybe the enemy's?) were set up in the North Sea. I have lots of aircraft in that region, but there's no sign of them participating in this battle.
