Alternate Capital for Major (Bill suggested I post this here)

So I set Nantes as an alternate Capital for France.

When Paris fell they moved their capital and Paris changed from a Major Capital to a Major City and Nantes became a Capital.

France Surrendered and Nantes remained as the Capital, Bill was under the impression that when France surrendered the capital should have moved back to Paris.

What I concerned here is with this scenario does France get liberated when Nantes is taken by the Allies or when Paris is as normally this happens when their capital is taken back.

If my assumption is correct and this is a problem, what happens if I do not set an Alternate for France then?

I believe what happens is France will be liberated once Nantes is liberated, but then after Paris is liberated, the capital should then move back to Paris.
