[FIXED][1328.12] Bug - WRA Unknwon, Unspecified

Several aircraft of type Electronic Intelligence (ELINT), Signals Intelligence (SIGINT), Recon, Area Surveillance, Forward Observer, Maritime Patrol Aircraft (MPA), Electronic Warfare

have their WRA set to "Air contact - Unknwon type" or "Aircraft - Unspecified".

Consequentially, one cannot differentiate them properly when setting up one's missions WRA.

I believe they should all have their WRA set to "Aircraft - Low-Performance Reconnaissance and Electronic Warfare [Agility: 2.0-2.9]".

Now the point of contention may be their agility, which is often 1 at best. I think this should be overturned to more accurately define the WRA.
