Fate for conquering multiple cities

Not sure if it's a bug or a design decision, but conquering two (or more) cities on same turn still only gives 1 FP total.

If staggered out between multiple turns each conquered city gives 1 FP. It feels kinda gimmicky and counterintuitive to stop and wait one turn between conquests just to maximize Fate point gain.
