So due to the fact that it is (for the most case) impossible to tell how much the various stats contribute to a unit's performance, it raises the question that what constitutes a general with "good stats".

Like is it more important to have a general with 6 initiative and 5 infantry or is it the other way around.

Lets stick with the axis side.

Whats your take on picking commanders for each units?

Also, is it worth shuffling around good generals to corps level so that they have a better direct impact in combat as opposed to to just commanding an army?

I guess as often it depends.
You can try this sheet to figure out how Leader stats affect the overall chance to pass a given ckeck/roll.
Favorably you can draw your own conclusions.

Example:
Imagine a German Assault Army with 45CP.
The OKH and Army Group have both a rating of 5.
You have one Leader left with 9 skill, all other are skill 7.
You now must decide whether to put that 9 skill Leader into the Army HQ with 45CP or one of the Corps HQs with 12CP.
My quick math gives (not even) ~1% better overall rolls chance in this example.

Note that scalings change once any number changes, so hard to give a general answer/percentage (for me), especially since working with Tablet during Christmas sucks major tank cannon. :|
That being said. when the leader is in the Corps HQ (12CP), the Units assigned to that Corps will have like 10% higher check chances then if the 9 skill Leader would control, the Army. The Rest of the Army (33CP) will, on the other hand have like 82% chance, so 2% less than with the 9 Skill Leader in the Army HQ.
So we are back to the initial own conclusion you have to make and decide if you want/need 4 Divisions as good as they can be or prefer to have all Units performing equal.

Politics < Admin < all other stats < hair cut 8-) ...politics seems obvious, Admin being less important than it should I relate to the reason that many units doing the most (4) administrative failures during logistics, still get all freight they need since there are many, many phases for rolling freight.

Not sure if you know, but the general idea is that Units which are MOT use the mech rating and those NON-MOT use the Inf rating.
I've tested 8stat vs 2stat here for SUs which may give an idea about the impact.
