1.25d Zone not created on asset construction

This is not a major issue but perhaps you would like to look into it. It can probably lead to other issues like being able to build city only assets multiple times per city.

I had created a zone through the asset construction overview (ticking the create new zone), the university should have been the new zone center. This is the previous turn situation. Everything was built so I expected it would create the zone next turn.

This turn still nothing so I created the zone from the right panel.

Two unusual things that may be related to the bug (I already did it in the past without issue): also creating the scavenging asset in the same hex than the university and the university construction being delayed due to manpower shortage.

That could do it.

You know the population of the new zone will be made up of the (construction) workers who were building the asset which will create the zone. So there must be some exception in cases where more than one asset is on the hex at the time of zone creation. And if they both finish on the same turn, that's extra confusing.

What should happen to the construction crews of the respective assets? Maybe only the asset with the zone creation order attached to it gets to keep its people, and the workers on the other one go back to the mother zone.

Fixed for next version.

You must have started the recycling asset without a new zone flag after the university asset.
